concur in the views expressed by Mr. Chadwick and I consider that the insertion of such a clause as Major General Sir Barker desires, which would not only exempt the Military, also the Navy and the Colonial Government from being obliged to observe some of the most important provisions of the Ordinance, would endanger the whole working of the law.
If Mr. Chadwick's water scheme, in which he has taken much trouble and interest, and which I have done my best to assist him in completing, is to be a success, a law in the nature of that enacted is absolutely necessary, and I fail to see how the insertion of the provisions objected to can work any injustice upon the Military.
It has been admitted that they, like the rest of the community, are liable to pay for the water supplied to them, and if that be the case they must surely...
